[Numpy-discussion] MA improvements

Heavy MA users may wish to get the latest from CVS to try. It has numerous
improvements as detailed in changes.txt.

I am sending out this announcement because I won't be available to work on
it for three weeks, so if you find it is broken sync back to June 14 until I
can fix it.
