[Numpy-discussion] Win32 19.0.0 for Python-2.1

I've built a compiled Numeric-19.0.0 for Python2.1 on Win32.
This should be exactly the same as the other version i built
for Python-2.0, just built with a different python version.

I've put the file up here, hopefully it can soon be moved into
the Numeric sourceforge project.
