It may be because you are behind a proxy:

http://subversion.tigris.org/faq.html#proxy

My advice would be to use a ssh tunnel, if your network configuration 
enables it; even changing the proxy configuration as explained in the 
SVN FAQ gives me some strange errors sometimes,
