First public release (v1.0) of NumGen core (http://numgen.sourceforge.net/core/), a Java library of number generators and filters.

NumGen was born some months ago, and still incubating. The first release will provide highly configurable and flexible, general-purpose number generators, for any other projects in need of some numbers.
