#561 Install info field for license information

If one deploys a package or a plugin, its license is currently unclear and has to be included in comments or documentation stuff. Add an information field, where one may select (via combo box in the Package-Creator) the license type to be added to the new package. This license shall be visible in the relevant positions (i.e. list -plugins or during install PACKAGE). The default license shall be reasonable and non-GPL (e.g. BSD-2-clause).

Analysis:

The standard license will be Apache-2.0 being as least restrictive as possible. All other stuff is a straightforward implementation.
