Analyze the changes in MathGL v2.4 and implement the library update.

Analysis:
The changes done in v2.4 might be interesting, however they are not really immersive. During analysis and version update the issue occured that TDM-GCC cannot link correctly to the new DLL and therefore the executable cannot start anymore. Probably Alexey can solve this issue.
