[Number-Format-Announce] Number::Format now on Sourceforge

For years I've had the Number::Format Perl module on my own machine in a CVS
repository.  But just recently I have registered it as a project on
sourceforge.net so that others can help too.  I already have a couple of
people signed up as developers and we should start seeing some of those bugs
you may have been worrying about finally getting fixed!  :-)

As part of this, the mailing list "number-format-announce" is being moved.
I have automatically transferred everyone to the new mailing list host on
sourceforge.  Please contact me if you have any concerns or questions.
