Let's not forget the large variety of data out there already for all CPAN modules, like RT, annocpan, CPAN ratings, and CPAN testers, and the resources that SF provides, like the task tracker and mailing list archives. Most/all of these have RSS feeds that can be fetched and put into a page or set of pages by a nightly cron job. Even releases -- SF has a per-project releases feed. A first pass at a home page could be something that simply has a set number of boxes on it, each of which is filled in with data from the appropriate feed and regenerated nightly.
