#7 New user templates (like /etc/skel/*)

Admins can set up templates for differrent types of
users such that when a new user is created (registers),
a default environment is created for them. For
example, there could be one template for employees, one
for business partners, one for general customers, and
one for admins.

This implies more information gathered at the time of
registration (to determine which group or role the user
belongs to).
