#6 Failed new sessions cause redirect loop
It appears that if a database connection is not
available, and/or a new User instance cannot be
created, the browser loops back and forth between
Dispatch and portal.jsp. This looping never ends until
the user hits "stop" on their browser. This might also
happen when a user has cookies turned off on their
browser.
