#4 PHP-NUKE Hebrew Error

Hello My friends.
My name is Partom and I am from Israel.
I have a problem with the Hebrew interface.
after i choose from the drop down menue HEBREW
i get these underscor "_" markings all over the
administrator pannle.
infront of each word, as you can see here :

I have rtyed to mess with the php.ini file but couldnot
find the error.
When i switch back to ENGLISH, everything is okay.
I have windows 2000 Advanced server SP3, IIS, PHP-
Nuke 6.5 , PHP 4 and MySQL

Can someone please help ?
