#2 DNN 3.1 ships with release.config, not web.config

NUKEleus should be updated to look for a
release.config if a web.config is not found in the dnn.zip
file. DNN 3.1 no longer ships with a web.config but the
release.config can be renamed to web.config and the
DB connection string added for new installations.
