It is not possible to create a tournament where both
number 1 and number 2 in the standing go to the next
round.

E.g the european soccer championship (should be the
same as the world soccer championship) where you
have 4 groups where both the first and the second in
the group go to the next round. In that case, the
tournament should have 4 rounds (4 groups, 4
quarterfinals, 2 semifinals and 1 final) At this moment
that's impossible because only the number 1 seems to
go to the next round.
