#2 Weather Patch to proxy systems

This patch permits you to take in charge proxies : my
phpnuke is on an intranet and I couldn't manage to get the
weather work without using my http proxy (fopen function
with http_proxy environment variable doesn't work !)

Most of that, in France, temperature is in Celcius. So I made a
patch for the default temperature.
