Our codes reside in repositories at SourceForge. When you do an svn up, or when you compile with, say, ./examples_make, your local computer goes across the web to check that the version of the code you have is up to date with that in the repository.
The two most likely reasons your computer is unable to connect to the repository are:
1) Your computer is not connected to the internet. Try fixing your connection.
2) The SourceForge web site is down. In this case, you might want to check on the site's status as described in this blog post.
