#33 comment form fields

It was suggested to make separate fields on the comment
form for URL and email address. Email addresses could
be hidden, so they won't be displayed on the weblog
anywhere, and only used for admins or the author to
contact the commentor.

    As long as the e-mail field is not a required field, I don't
    have much problems with this. It's always a pain in the ass
    to enter "example@example.com" because a site really wants
    to have some e-mail address. Even if it will never be
    displayed, there's still a barrier that keeps me from
    sending out my e-mail address into the wild.

    I have just uploaded the changed files to implement this.
    Take a look and if it tests out OK and is so desired,
    perhaps it could be included in future Nucleus CORE.

    I just uploaded a zip of changed files, Nuc 3.2 compatible.
    So far my testing shows that it works fine, only change was
    in the new lib file: ACTION.php
