#9 Normalize Date/Time before sending

Normalize the date/time based on the timezone from the
source computer would be handy and make correlation
of message across timezones simpler (e.g. date/time of
eventlog message would be converted according to
timezone specified on computer before message is sent).

Having a reg key to determine whether to use timezone
to send UTC date would probably make it simpler for
backward compatibility (only use UTC if value = 1), so
upgrades would default to backward compatible values.
