If we install this at our agency, do we own it? Will we be responsible for bug fixes, builds, support, and maintenance?
Who is managing the code base of this system? If it is open source and managed by the community, how active are they? How many active contributors?
What frameworks (Spring, Struts, CakePHP, JAVA, PhP etc.), if any, were used during the software development process?
How often is the software release cycle for major and minor releases?
