#8 Course URL ID Publishing Sequence

Is it possible to obtain URL before class is published? If course is changed, is URL id# changed? We attempted to test this by putting up a course on nwtp.nterlearning.org, then removing it (using Unlimited and XXX radio buttons) but when we changed the radio buttons back to make the course public, the course never showed up the second time on the nterlearning.org site.
