Please check out the Wiki here on sourceforge. The team working for DOE have published a number of articles regarding the technical design of NTER as well as some of SRI's original design documents. The gurus at SRI (Stanford Research Institute) were contracted by DOE to glue together all of these opensource technologies into the project we call NTER. Therefore, don't be surprised when you see their names and logos all over the original docs.
BEWARE the original design docs though. As with most software, these capture the INITIAL design but may not represent the current implementation. Our hope is that the community can help us evolve this documentation to better represent the current reality.
How often do you get to see design docs for an opensource project :)
