#306 Fix building under macOS pre-10.15

macOS has added TIME_UTC support only with 10.15. Anyway, this code does not seem to be used when clock_gettime(CLOCK_REALTIME,...) is supported.

Thanks. The date is only used to give the Sourceforge web cache a nudge, it is never needed on MacOS.
