#568 Build ShellExecAsUser::ShellExecAsUser() into NSIS, running program as administrator is wrong.

Please build ShellExecAsUser::ShellExecAsUser() into NSIS. Almost all installers need to have [X] Run <Program> at the end of the installer, this also allows the user can Pin To Taskbar. Running the program as administrator is wrong but and easy mistake to make. So please also document that fact.
