government health care spending is certainly not the only factor in life expectancy for instance the more income your citizens have the better healthcare that they can afford, for instance Sub-Saharan Africa the life expectancy if far below fifty where as wealthy counties like the United States that don’t have extensive government health care have life expectancies in the 70's and counties that have both a high GDP per capita and a high level of government funded healthcare like Canada have life expectancies in the lower 80's. Therefore I believe that GDP per capita should play a significant role in life expectancy.
