Yes I know this isn't the JSTool repository, but maybe someone here could look into why the latest version of the JSTool plugin connects to the internet every time NPP starts. In the changelog it says "Add new version check" so that could be it, but that seems unnecessary since probably everyone is using Plugin Manager for updates. Uninstalling the plugin makes the connection attempt go away. Anyway just a heads up in case anyone cares.
