#298 Cursor position set to top of file when switching tabs, without XMLTools installed

I'm seeing the same behaviour as ticket 270, where the cursor position is set to the top of the file every time I switch tabs. But the XMLTools plugin isn't installed, so that can't be causing the behavior. I tried installing it (although it's already the updated version that should be fixed) and deactivating the "Set XML type automatically" option, as has been suggested in multiple help threads, but there was no change, so I uninstalled the XMLTools plugin again. What else could be causing this? This was a fresh install of version 6.8.8 to Windows 8.1 and then I upgraded to Windows 10. I tried uninstalling and reinstalling again, just in case the Windows upgrade interfered somehow, but there was no change in this behavior. What's the next step?
