#250 Wrong location for the allowAppDataPlugins.xml touch file

The help documentation says to put the allowAppDataPlugins.xml touch file in the C:\Program Files\Notepad++ directory. This requires administrator privileges because Windows 7 wants user files to be located in the %APPDATA% directory. Another problem with locating it in the Program Files directory is that after a version update, the touch file is removed and has to be manually created there. The touch file should be put into the %APPDATA% directory along with the plugin files. To remain backward comparability, NP++ should look in the %APPDATA% directory and if not found there, look in the Program Files directory.
