This might accomplish what you are looking for:

ShowSecondYAxis(false);

"Shows/hides the labeling of the second axis"

Is there a way, to get NPlot to display axis labels while
not showing tick labels??

The HideTickText property seems to be hiding the axis label
as well... :-(
