Initial Comment:
When data.Count == 1 in 

public virtual void Draw(Graphics g, PhysicalAxis
xAxis, PhysicalAxis yAxis) in StepPlot class

then an exception is thrown. I think this is not
necessary. A single value should be handled by drawing
a simple horiznotal line.
