#10 Duplicate users can be added

Version: nphpd-216-rc2

Bug:

On the user management page it's possible to enter two
users with the same username.

If you then try to delete one user nphpd deletes both
users.

How I'm expecting it to work:

nphpd should output an errormessage if an administrator
tries to enter a new user with a username already
present in the database.
