#8 Featured support of Notes or ToDo Lists

Special mode or syntax schema for Notes or ToDo lists. This mode will enable at once next features:

1. Code folding enabled for {code}, /**/, <xml></xml>, [section]...

2. United Syntax highlighting :
A) simplified XML (without CDATA section support)
B) INI files (very convenient highlighting of ini blocks ([block])
C) if possible also Java or other languages, e.g. in such manner:
// highlighting disabled
/*Java*/
// highlighting enabled
/*~Java*/
// highlighting disabled
D) highlight numbered lists etc.

Also I add additional features as separate features
