#632 Make MinGW/GCC build work again and support cross-building under Linux

Attached patches can be applied with "svn patch", description of each change is
included in the patch.

Some additional comments:
- 0023-Convert-localizationString.h-from-little-endian-UTF-.patch
This is a binary patch, so I will include the resulting localizationString.h

• 0027-Change-backslashes-to-slashes-for-path-names-in-.rc-.patch
  I'm not sure if this breaks the Microsoft Resource Converter, I can't test it.

Patches have to be applied in the correct order from 0001 to 0028.

Is there a chance for these patches to be applied? It would really help me with further work if my working tree would be free of these many adaptions.
