#610 Menu accelerators

This is a trivial patch to the RC file to assign hotkeys to three top-level menus that don't currently have them:
E&ncoding
&Macro
&Run

Note that Alt+M and Alt+R already work for Macro and Run because those are the only menus that begin with M and R. "Encoding" did not automatically open with Alt+E because of &Edit. Therefore, applying this patch will cause shortcuts mapped to Alt+N to no longer work.
