I enjoy the fact that a user is able to set the preferences when printing of adding the file name, Date, and time to the header.
I would like to change the date and time formats. For Time I prefer a 24 hour format (HH:mm) and for the date I prefer YYYY-MM-DD.
Is there a way to change it to the format???

There is a way, but it will affect more than just Notepad++ I'm afraid. Notepad++ formats the dates according to what is set up in the date settings in Region and Language in the control panel:
