#1 Messages with COR should be rejected ?

Messages routed to message prep. are not being used as they have a RTD of COR. Either all messages should be rejected if they have an invalid RTD (not a good idea as a lot will be received from GTS presumably) or perhaps load_reports should check for a correct RTD and reject the message if incorrect.
