[Node-devel] (feature) CTCP Options

Hello,
As requested by DevKnight(Arthur Wilson), I have added a couple of CTCP Security features. These include enabling and disabling CTCP replies(Ping, Version and Time), ignoring CTCP requests from ignored nicks and CTCP flooding protection. There is also a feature called CTCP bouncing allowing the user to "bounce" the CTCP requests back to the user who is flooding him or her..
