Matt's formmail requires sendmail, so I'm not introducing any
compatibility issues by making a sendmail substitute available,
since anyone who already has a working Matt's formmail must
have a working sendmail and therefore won't need to install
nms_sendmail.

For the same reason that I didn't use Net::SMTP, we're not
allowed anything that doesn't come with a default install
of perl-5.00404.
