This is certainly possible, I have Cc'd the developers list to determine
whether anyone thinks this is a silly idea before I do anything about it
:)

It almost certainly would involve having a $use_single_counter
configuration and a $counter_file - none of this coming into play unless
$emulate_matts_code is false.
