[Nms-cgi-devel] FormMail unit tests

The tests in FormMail are a great idea but there is something about having
that large chunk of code commented out at the end of the file that I find
unsettling - might it not be an idea to split them out into a separate
file and having a $TESTING variable that controls whether that file is
'required' or not , we can then choose whether or not to distribute the
test code :)  Indeed it might be an idea if we were to create a single
test harness for all of the programs , possibly instrumenting the programs
accordingly, so that we can run tests on all of them bits of the programs
that can be tested before making a new release.
