You will require ssh to be able to use the sourceforge CVS - I am not sure
if WinCVS supports this but the usual deal is to set CVS_RSH=ssh and then
everything should work seamlessly.

I would sincerely suggest that you might be better of getting Cygwin
installed and using the Cygwin CVS and ssh if you can't get WinCVS to
work.
