It was the permissions - Dreamweaver doesn't have the CHMOD facility, but a friend gave me Smart FTP which does.

There are two possibilities, firstly that you do not have the
permissions set correctly on the FormMail.pl as described in the README
(or the enclosing directory does not allow access for some reason) or
the server is somehow configured not to allow access to your FormMail.pl
- you will need to speak to your ISP about the latter.
