Updated the MS Windows dependencies.

ctypes has been dropped, as it is in Python 2.5 and higher. The broken pyreadline link is now
fixed and the version has been updated from 1.3 to 1.5.

Updated the dependencies on the download page.

Numeric python has been eliminated, and Scientific python updated to version 2.8 (which is now using
numpy, not Numeric python, and supports Python 2.6). Scientific python is now also listed as
optional.

The flag is now a boolean, and the message has been reworded.

Disabled the 2 generic peak list system tests.

This will prevent users complaining of bugs in relax, when this is simply testing as-of-yet uncoded
methods.

Ported the CHANGES file for relax version 1.2.15 to the 1.3 line.

This was obviously forgotten when the release was made.

The command used was:
svn merge -r8033:8034 svn+ssh://bugman@.../svn/relax/tags/1.2.15 .

Massive clean up of the float module unit tests.

As a general clean up, the module has been converted to the relax coding conventions. Importantly
the floating point numbers defined as constants for the tests are now properly defined using the
packBytesAsPyFloat() function. This will allow these tests to pass on all machines!

Caught a NaN problem in __q_factors_rdc() causing a system test to fail in Windows.
