Small temporary fix for the file writing.

Fixed the call to pystarlib.File().

Renamed the pystarlib file object to self.data.

Started to create the NMR-STAR dictionary object.

The object is in bmrblib.nmr_star_dict and acts as an abstraction layer between pystarlib and the
specific analysis types. It also will translate the NMR-STAR dictionary subset used by relax for
different versions of the definition. The object is far from complete though.

Modified the randomised RDC and PCS tensor optimisation system test checks.

The values are now matched against those from relax! Not really reliable, but they are close to
Pales by 10% for the pure RDC fit, all except the Q-factor!
