relax SVN archive

A few fixes for the BMRB system test.

Created a system test for the writing and reading of a BRMB STAR formatted file.

Added all the pystarlib code.

The original SVN repository path for this code is http://pystarlib.googlecode.com/svn/trunk/src/STAR
and the code was copied at r15.

Added a directory for packaging the pystarlib STAR format reader/writer library with relax.

The pystarlib project by Jurgen F. Doreleijers (jurgenfd att gmail dot com) is located at
http://code.google.com/p/pystarlib/.

This packaging with relax is temporary until relax can fully use the library to read and write STAR
files containing relaxation analysis results (model-free for now) for submission to the BMRB. The
pystarlib library also needs to be packaged with distutils for easy installation, prior to
reseparation.

Corrected a typo found while coding in the 'relax_disp' branch.

Modified the newly copied script so it is effectively for the slow-exchange regime.

Note that this script was originally copied using the command:
svn cp test_suite/system_tests/scripts/relax_disp_cpmg_fast.py test_suite/system_tests/scripts/relax_disp_cpmg_slow.py

Copied the script for the fast-exchange regime to the slow-exchange regime.

Added an unresolved file to meet the script requirements.

Changed the format of the CPMG frequency and corrected the names of some input files.

Added 'Sparky' formatted files to the system-test so the files can be input and development of the
branch continued.
