relax SVN archive

Ported r7784 from the 1.3 line. This is the fix for bug #12456 (https://gna.org/bugs/?12456).

The command used was:
svn merge -r7783:7784 svn+ssh://bugman@.../svn/relax/1.3

When calculating the errors from replicate spectra, the standard deviations of all spins were being
averaged rather than the variance. The same error occurred when averaging across spectra - when not
all are duplicated, triplicated, etc.
