Removed all references to 'ds.current_pipe' by using the generic_fns.pipes API.

Renamed cdp() to get_pipe() and allowed it to return any desired data pipe.

Renamed the current() function to cdp_name() and created cdp() for returning the current data pipe.

Merged r7434 from the 1.3.1 tag, the updates to the distribution file creation.

The command used was:
svn merge -r7433:7434 svn+ssh://bugman@.../svn/relax/tags/1.3.1 .

Redesigned the packaging of the distribution files.

The GPG key name is now passed into scons and the user manual is no longer compiled.

Creation of a branch for the clean up of references to the current data pipe.

Rather than having 'ds.current_pipe' and 'ds[ds.current_pipe]' hard coded throughout relax, the aim
of this branch is to replace these with the API functions of the generic_fns.pipes module. This
will allow the relax data store representation of the current pipe to evolve without hurting the
rest of relax.

Bug fix for the creation of the cone geometric object for the N-state model analysis.

Removed all references to 'unstable' and improved the relax manual section of the website.

Updated the 1.3 line API documentation to version 1.3.1.

Updated the HTML manual to version 1.3.1.

Updated the download page for relax 1.3.1.
