relax SVN archive

Activated the bmrb user functions.

Initial support for the bmrb user functions.

The following BNMRB related user functions now exist (the back end does not yet exist):
bmrb.display()
bmrb.read()
bmrb.write()

Initialized merge tracking via "svnmerge" with revisions "1-7040" from
svn+ssh://bugman@.../svn/relax/1.3

Created a branch for adding reading and writing capabilities for the BMRB NMR-STAR v3.1 file format.

Changed the temporary directory to the system's default location using 'tempfile.mkdtemp'.

Conversion of a run argument to pipe, etc.
