Updated the consistency_tests code in the test suite mainly by mimicking the jw_mapping code.

Jw mapping and consistency testing are performed in the same way so their code should be similar.

Fixed the copyrights for several files from the consistency testing code.

Enabled the importation of the consistency tests into the system tests.

Fixed a typo in an import statement.

The script for the 5-state xz model system test is properly executed by the 1.3 line changes.
