relax SVN archive

The command used was:
svn rm svn+ssh://semor@.../svn/relax/branches/consistency_tests_1.2

This is the second time this branch is deleted. In an attempt to solve the beginner mistake by
Sebastien Morin pointed out in the post by Edward d'Auvergne:

the branch was brought back by an 'svn copy' command instead of reverting r4201.

Anyway, the 'consistency-tests' branch is now obsolete as its code was merged in the main 1.2 line.
