Updated the download page for the Windows distribution of 1.2.12.

Updated the API documentation to version 1.2.12.

Updated the HTML user manual to version 1.2.12.

Updated the download page for relax 1.2.12.

This includes only the source releases as well as 64 bit GNU/Linux.

Updated the manual and changed the version number to 1.2.12.

Ported the changes to the CHANGES file (r3533) from the 1.2.12 tag.

The command used was:
svn merge -r3532:3533 svn+ssh://bugman@.../svn/relax/tags/1.2.12

This is a bug fix release (bug #10189, https://gna.org/bugs/?10189; bug #10323,
https://gna.org/bugs/?10323; and bug #10320, https://gna.org/bugs/?10320).

Seb's patch which fixes bug #10323 (http://gna.org/bugs/?10323) but for the consistency test code.

The bug was introduced at https://mail.gna.org/public/relax-commits/2007-05/msg00016.html in r3294.
When ported to the 1.3 line, the bug somehow did not make it into that code. See
https://mail.gna.org/public/relax-commits/2007-06/msg00006.html.

The bug is that sometimes an the residue specific parameter array is set to [] rather than there
being no parameter array. This situation was trying to be caught in the 1.2 code, however there was
a dumb bug - the closing bracket was placed in the wrong position!
