relax SVN archive

Updated the API documentation to relax version 1.2.11.

Updated the 1.2 user manual to relax version 1.2.11.

Changed the order of the GNU/Linux distribution packages so that the old version 1.2.10 comes last.

Updated the download page to point to the new 1.2.11 relax release.

Only GNU/Linux and source packages have been release so far. The 'Old releases' download page
section has been extended to include links, md5sums, GPG sigs, and file sizes for versions 1.3.0,
1.2.11, and 1.2.10. In the future, all relax packages will be listed here.

Updated the manual and changed the version number to 1.2.11.

Ported r3360 from the 1.2.11 tag using the command:
svn merge -r3360:3361 svn+ssh://bugman@.../svn/relax/tags/1.2.11

relax version 1.2.11.

This is a major bugfix release. It covers r2980 to r3358 of the 1.2 line.

Manually ported r3358 from the 1.2 line - the fix to bug #10022 (https://gna.org/bugs/?10022).

The command used was:
svn merge -r3357:3358 svn+ssh://bugman@.../svn/relax/1.2

Doug's patch for fixing bug #10022 (https://gna.org/bugs/?10022).

The patch by Douglas Kojetin (https://gna.org/users/dkojetin) labelled as 'patch2' and attached to
the bug report has been applied without modification.

This change fixes the convergence test in the 'full_analysis.py' script which fails when one residue
has the model None associated with it. These situations are now caught and skipped.
